BOSTON (WBZ NewsRadio) — A former Boston Police captain has been arrested and charged in an ongoing investigation into an overtime scandal within the department.
Richard Evans, 62, of Hanover is charged with conspiracy to commit theft of federal funds, embezzlement from an agency with federal funds and wire fraud, along with conspiracy to commit wire fraud.
The bulk of the indictment accuses Evans of logging hours on shifts that he did not work -- and overseeing a department of officers who were engaging in the same scheme.
"Evans oversaw the BPD’s Evidence Control Unit (ECU)...ECU officers were eligible to earn overtime pay of 1.5 times their regular hourly pay rate for overtime assignments," a statement read. "It is alleged that beginning in at least March 2015, Evans and other officers routinely departed overtime shifts two or more hours early but submitted false and fraudulent overtime slips claiming to have worked the entirety of each shift."
According to Massachusetts Acting U.S. Attorney Nathaniel R. Mendell, the scheme of "purge" overtime occurred between March of 2015 to February of 2019.
During that time, Evans is accused of receiving tens of thousands of dollars in pay for work that he did not complete.
Evans is due in Boston Federal Court on Tuesday, appearing by video conference.
The charges in question provide potential sentences of several years in prison and fines of up to hundreds of thousands of dollars.
